The Daily Local continues:

Cahill and DiCave, as lieutenants, will no longer hold membership in the Westtown-East Goshen Police Association, the bargaining body of the department’s officers. Officers with a rank of lieutenant and above negotiate wages and benefits separately from the Police Association.
The promotions were recommended by Interim Chief Eugene Dooley, who said the moves were designed to create a more structured chain of command and improve communication within the department. Dooley is the permanent police chief of the East Whiteland Police Department, but was appointed as Westtown-East Goshen’s interim chief when former Chief John Dummond retired in late July.
