Running, relays and lots and lots of cheering mark a day of fun and competition for West Chester Area School District elementary schools.
They were running for time, school pride and glory on the Henderson High School track Thursday in West Chester. Fourth and fifth grade teams from East Bradford, East Goshen, Sarah W. Starkweather, Westtown-Thornbury, and Mary C. House elementary schools competed in their annual track field day. Other district elementary school district schools compete other days of the week.

The West Chester Area School Board balanced the budget in part by using $4.4 million from the district's fund balance.
The 2013-14 school year could be a good one for local taxpayers, as the West Chester Area School Board approved a preliminary budget on Monday night that includes no tax increase, The Daily Local News is reporting. According to the paper, the final budget should be adopted at the school board meeting on May 28. Under the new budget, Delaware County homeowners within the district will see their taxes fall from 13.78 mills to 13.62 mills, while taxes on Chester County homes will hold at 18.67 mills. According to the paper, in order to keep taxes at this level, the district will use $4.4 million from its fund balance. The budget passed 8-1, with Sue Tiernan the sole opposing vote. Gov. Corbett's pension plan, both sides say, may offer a way forward.
It’s looking increasingly like the contract squabble between the West Chester Area School District and its teachers union won’t be resolved until an even thornier debate is settled 80 miles west. The school board and the West Chester Area Education Association have delayed their next negotiation session and have yet to schedule a new one, according to the Daily Local News. Both sides say that Gov. The district’s property and finance committee unanimously voted for a preliminary budget with no tax hike.
Could West Chester Area School District taxpayers see no tax increase in 2013-14? They will if the district’s property and finance committee have anything to say about it. The committee on Monday unanimously got behind a preliminary budget that will keep tax rates right where they are, according to the Daily Local. “I think we are in a somewhat unique position for my tenure on the board that I would like to see us get to a 0 percent budget,” committee chairmen Sean Carpenter told the paper. “But at the same time I don’t think that’s going to require a reduction in our programs and services … I think that will be a win-win for the community.” According to the paper, the current property tax rate for the district is 18.67 mills. According to a survey conducted by the Pennsylvania Commission on Crime and Delinquency over 30 percent of West Chester Area School District seniors admitted to binge drinking.
The West Chester Area School District recently participated in the Pennsylvania Youth Survey that tracks drug, alcohol and tobacco use in the school district. According to the survey results over 50 percent of district seniors reported using alcohol in the past 30 days, and over 30 percent admitted to participating in binge drinking, which is defined as drinking with the intention to get drunk. “The survey is taken every two years,” said district Director of Pupil Services Dr. Leigh Ann Ranieri. “It helps us to know what’s going on out there. The West Chester School Board approved a new three-year contract with the district's secretaries and teacher's aides on Monday.
The West Chester School Board voted on Monday to approve a new three-year contract with the West Chester Area Education Support Professional Association (WCAESPA) that will save the district an estimated $753,786 over the live of the deal. The WCAESPA consists mainly of the district’s secretaries and teacher’s aides. This is the second contract negotiation the district has completed after the school board signed a similar deal with the West Chester support staff late in 2012. This board is a bit disingenuous in their allegations. While I appreciate the issue with the pensions and agree it is a serious consideration there is much more going on here. At the recent board meeting they managed to increase the salaries of some administrators by as much as $10,000 a year.
