The West Chester Borough Public Safety Committee recommends quiet zone signs for certain borough neighborhoods.
The West Chester Borough Council Public Safety Committee recommended that the borough move forward with constructing “Quiet Zone” signs in the neighborhoods surrounding West Chester University. The proposal calls for 240 signs to be distributed among some 60 blocks primarily in the southeast quadrant of the borough. The program will cost the borough an estimated $4,230. “It will be a good part of the education process,” said borough council and committee member Jordan Norley. “Hopefully it will help keep some of the behavior in check.” The signs themselves will read: “Quiet Zone 9 p.m. to 7 a.m. minimum fine $250.” Borough Council will vote on whether or not to build the signs at the borough council work session meeting scheduled for Feb…

The West Chester public safety committee makes a recommendation to continue a contract with ELPS Private Detective Agency for security patrols near West Chester University.
The West Chester Borough Council Public Safety Committee made a 3-0 recommendation on Tuesday to continue contracting with ELPS Private Detective Agency for security patrols in the neighborhoods surrounding West Chester University. ELPS was originally awarded the contract by borough council last spring so that efforts could be made to curb behavior in the neighborhoods in the southeast quadrant of the borough. “We’ve had no negative reports about the current organization,” said West Chester police chief Scott Bohn. The current contract with ELPS is set to expire at the end of January, and the borough recently sent out a request for proposal to see who would conduct the patrols for the rest of 2013. On Tuesday, the West Chester Borough Council will hold the first night of its committee meetings. Here’s a quick overview of what’s on the agenda for each committee. Public Safety: The Public Safety committee will discuss placing a limit on special events permits for the borough. The committee has discussed establishing a limit of two special event permits each day. Right now, there is no cap, and it is placing a lot of strain on public safety resources. Finance: The finance committee will discuss the impact not receiving money from Pfizer will have on the sewer fund. The Public Safety Committee unanimously votes to continue security patrols in the neighborhoods surrounding West Chester University.
The Daily Local reports that the West Chester Borough Council Public Safety Committee voted unanimously to continue private security team patrols in the neighborhoods surrounding West Chester University next fall. The item will move to full council for a vote at the end of June. Last March the borough contracted with ELPS Security to have unarmed security guards patrol the university neighborhoods to supplement police patrols and cut down on quality of life violations. According to the Daily Local, several residents in attendence at Tuesday's meeting said that the patrols have been successful, and that they would like to see them continue. West Chester Borough Council will hold part two of its monthly committee meetings on Wednesday starting with Public Safety at 5:30 p.m., followed by Finance at 6:30 p.m. and Planning, Zoning and Industrial Development at 7:30 p.m. Here some agenda highlights: Public Safety There are two items of note on this agenda. First, the committee will discuss authorizing advertisement to bid on the borough's planned purchase of new fire trucks in 2012.
