BID Funding Restored

West Chester Borough Council will fully fund the Business Improvement District in 2013.

The West Chester Borough Finance Committee took action on Tuesday that would restore funding to the borough’s Business Improvement District after funds were originally slashed last month to balance the 2013 budget. The BID receives $85,000 annually from the borough to promote business growth in the town center.  Last month, borough council voted on a 2013 budget that would have reduced that funding to $40,000. “Our parking garage revenue is performing better than we expected,” said finance committee chair John Manion.  “Therefore, funding can be restored to the BID.” According to Manion, even with the restored BID funding, the borough will still balance the budget without raising taxes. “A huge thanks goes out to our borough employees,” …

Borough Council to Propose a Budget

Borough Council will hold a special meeting Tuesday, Nov. 13, at 7:30 p.m. to propose a budget for 2013.

The West Chester Borough Council will propose a budget for 2013 at a special meeting on Tuesday, Nov. 13 starting at 7:30 p.m. The borough must propose a budget before Nov. 16, so that it can be advertised and voted on in December. At an October meeting of the borough's finance committee, John Manion announced that West Chester faced a $341,000 deficit after a contract for police services with Thornbury Township fell through. Both Manion and council member Jordan Norley said they would not be in favor of a tax increase at October's meeting. “I’m not in favor in increasing the tax rate in any way,” Norley said in October.  “If we keep upping taxes then we won’t provide an incentive for people to move or work in the borough.” Among the other…

Publice Safety to Receive Security Patrol Update

The West Chester Public Safety Committee will hear an update on the private security patrol.

Tuesday night is part two of the borough council committee slate.  Public Safety, Zoning and Finance will meet starting at 5:30 p.m.  Here are the agenda highlights. Public Safety: The Public Safety Committee will hear an update on the private security patrols that walk the university neighborhoods on weekend nights.  The borough instituted the program in March, and it ran through May.  The borough needs to decide if they want to institute the program full-time starting in September. Finance: The committee will discuss paying for a redesign of the borough's Web site. A Look Ahead at Wednesday's Borough Committee Meetings

A quick overview of what's on the agenda for Wednesday's committee meetings.

West Chester Borough Council will hold part two of its monthly committee meetings on Wednesday starting with Public Safety at 5:30 p.m., followed by Finance at 6:30 p.m. and Planning, Zoning and Industrial Development at 7:30 p.m. Here some agenda highlights: Public Safety There are two items of note on this agenda.  First, the committee will discuss authorizing advertisement to bid on the borough's planned purchase of new fire trucks in 2012.  That's fancy government speak for "we're going to buy some fire trucks." The new trucks we're in the 2012 budget, and they will cost an estimated $1.6 million total.
