No New Taxes in West Chester

The West Chester Borough Council passed the 2013 budget on Wednesday, and it does not include a tax increase.

Tax rates will remain flat in 2013 in the Borough of West Chester as borough council unanimously passed next year's budget on Wednesday.

The budget, which amounts to $39,755,854, marks the second year in a row borough council managed to keep tax rates flat after raising them 20 percent in 2010.

The tax rate for 2013 will be set at 6.96 mills, meaning that property owners will pay a rate of $6.96 for every $1,000 of assessed value.  A home assessed at $100,000 would pay an annual tax bill of $696 per year or $58 per month.

"This budget is all well and good," said borough council member John Manion.  "We were able to keep tax rates flat, and we didn't have to layoff any staff."

Manion added, "However, it does not nearly begin to address the looming pension liability crisis that will hit this borough unless serius steps are to be taken in the next few years."
