Borough Adding Fine for Cigarette Littering

The West Chester borough council will vote on a proposed ordinance that fine anyone caught littering a cigarette butt at least $100.

The West Chester Borough Council will vote on a proposed ordinance Wednesday that would fine smokers $100 if caught littering a cigarette butt.

When the ordinance was first proposed in August, borough council president Holly Brown said, "Right now there’s a complete disregard for our littering ordinance.  I see no harm in this ordinance.”

At the time several council members expressed concerns about the new rule, saying that it would difficuclt to enforce.

“Enforcement really isn’t the issue,” Brown said at the time.  “It’s more about the message.”

The proposed ordinance would establish a violation and $100 minimum fine for discarding cigarettes, cigarette butts or other tobacco materials in public places.

Council will vote on the measure Wednesday night at the full council meeting starting at 7 p.m.
