Theft: On Dec. 19, at approximately 12:30 a.m., 30-year-old Malvern resident Issac Koob was allegedly seen in a vehicle in the 300 block of Spruce Alley by the vehicle’s owner. West Chester police stopped Koob was allegedly found to be in possession of various items from the vehicle.
