Dairy Queen Out of Compliance, Health Dept. Says

7-Eleven, Express Wok and the Four Dogs Tavern also failed county inspection.

*Editor's note: a photograph of the Dairy Queen located at 703 East Gay Street ran with an earlier version of this article. That business is in full compliance with county code and is, we're told on good authority, a terrific place to grab a snack. We regret the error. 

The following West Chester businesses were inspected by the Chester County Health Department in the month of February. An important caveat: the language of these reports can be misleading, as they often describe potential problems as actual problems. For example, “presence of rodents/insects” could mean there's an infestation, or it might just mean the business in question left a back door open—which could lead to an infestation.

Open employee beverage containers were observed in the walk-in and in the a food preparation area. Employee beverage containers must be lidded, stored in a manner as to not risk contamination, and employees must wash hands after beverage break.

  • Food Shall Be Safe, Unadulterated & Honestly Presented

About 1 dozen milk and creamer cartons were observed with expired dates. These items must be removed from sale. Routinely check dates and remove all expired foods.

  • Cleanability of Multiuse Food-Contact Surfaces & CIP equipment

Soiled milk crates observed in retail area. Milk crates may be used for delivery/receiving purposes only. Remove all excess milk crates.

  • Equipment in Good Repair & Proper Adjustment

Repair the broken ice cream freezer. Note: Unit empty at time of inspection.

  • Frequency of Cleaning Nonfood-Contact Surfaces

Clean the interior of the reach in refrigerator (containing condiments)

The floors throughout the retail area and storage areas are soiled. Thoroughly clean all floors, especially under equipment/counters/racks.

  • Certified Food Manager

The food facility does not employee a Chester County certified food manager as required. An employee has attended an approved training class, but has not applied for the Chester County certificate. Submit servsafe certificate to Department, complete Chester County CFM application process, and post county certificate in public view.

Thoroughly clean the insides of the two milk chests. Correct within one week.

  • Surface Characteristics of Indoor Areas of Food Facilities

Replace the missing cover plate by the reach-in freezer and milk storage refrigerator (on the green wall). Correct within one week.

 

Charles A. Melton Arts & Education Center

Result: In Compliance

Violations

  • Toilet Room Cleaning, and Doors Closed

Ladies Toilet Room-repair the toilet in the first stall on the left-it is not flushing properly. Repair the toilet to flush completely within 3 days.

  • Drying Mops

Remove all of the dust accumulation from the exhaust fan covers in both the Men's and Ladies Toilet Rooms. Correct within 3 days.

Result: Out of Compliance

Violations

  • Eating, Drinking or Using Tobacco

Cigarettes, cigarette butts, and ashtray found in the warewashing area during the inspection. Remove immediately and inform/remind employees of no smoking permitted in facility.

  • Food Storage Requirements & Prohibited Areas

Remove all personal food items from the walk-in freezer within five days.

  • Reheating Food

Chili and hot dogs observed in the hot holding unit at 72 degrees Fahrenheit and 66 degrees Farenheit, respectively. It was indicated that the food items had been take from refrigeration and placed in the hot holding unit approximately thirty minutes prior. This hot holding unit is not to be used for reheating food items as it does not rapidly reheat. The food items were removed immediately and heated in the oven. Inform/remind employees that the hot holding unit is for maintaining food temperatures, not for reheating foods. Comply today and every day.

  • Food Temperature Measuring Devices Provided

Thermometers for ensuring proper temperatures of food are not available. Provide a thermometer within five days.

  • Handwashing Facility Installation

The hot and cold water at the handwashing sink next to the ice machine were found turned off. It was indicated that water is leaking from the supply line. Make all necessary repairs to this sink to stop the leaking and turn the hot and cold water on. Correct immediately.

  • Surface Characteristics of Indoor Areas of Food Facilities

Wall adjacent to the walk-in refrigerator has been repaired. Resurface the wall to provide a smooth, durable and easily cleanable surface. Correct within one month. Also, seal or provide escutcheons around all plumbing lines in the wall.

  • Certified Food Manager

Post the current CFM certificate within five days.

 

Express Wok

780 Miles Road, West Chester

Inspection Date: 2/6/13

Result: Out of Compliance

  • Plumbing Facilities in Good Repair, Cross Connection Prohibited, Scheduled Inspections, Cleaning Water Reservoirs

Repair or supply a new right faucet to the 3 bay sink-the water was turned off underneath due to a steady leak from the faucet. Repair or supply a new faucet to the food prep sink-it was also turned off due to a steady leak from the faucet. Correct both of the above within 7 days.

  • Lighting Intensity

Replace all burned out lights under the cooking exhaust hood within 3 days.

  • Repair & Cleaning Various Premises, Structures, Attachments & Fixtures

Remove all of the Styrofoam, cardboard and wood on the ground behind and around the dumpster. Correct within 3 days. The fire suppression system inspection tag for the cooking exhaust hood is dated 1/12. These systems are to be inspected every six months. Correct immediately.

  • Certified Food Manager

This facility has been without a Certified Food Manager (CFM) since 9/11 when Xiu Zheng’s CFM expired. One is required by §303.1. Xiu Zheng attended a class May 21, 2012 but failed the test. A full time employee must attend and pass a course within the next 30 days. Course lists were left on site. Within 48 hours you must inform me who will be taking a course and when. Failure to comply within the time frames specified will result in the issuance of non-traffic citations in District Court and/or revocation of the License to Operate.

 

Four Dogs Tavern

1312 West Strasburg Road, West Chester

Inspection Date: 2/21/13

Result: Out of Compliance

Violations

  • Cold Holding Potentially Hazardous Foods

Potentially hazardous food items including blue cheese, and diced tomatoes were found in the salad bain marie unit at temperatures between 48-52F. The ambient air temperature of the unit was also found to be 52 F. The food items had been in the unit for more than four hours and were discarded. Do not use this unit until repairs have been made and it is able to maintain food temperatures below 41 F. Make all necessary repairs within three days.

  • Repair & Cleaning Various Premises, Structures, Attachments & Fixtures

Repair/replace the missing/broken tile cove base in the kitchen/warewashing area. Correct within two weeks. The grout between the quarry tiles in front of the cooking equipment is wearing. Re-grout to provide a smooth, easily cleanable surface.
